As ambush predators, bass like to lie in wait where they can pounce on their prey. They prefer conditions that allow them to camouflage themselves against background structure. Bright sunlight tends to make them feel exposed, both to predators and prey, so they're often more leery when the sky is clear. In these conditions, look for fish to be holding in the middle of thick weedbeds, or under docks, logs, and overhanging brush. Cast to the shady side of large rocks, stumps, and other structures at the depths where fish are holding. Use jigs and soft baits to reach down deep.
There are some exceptions. Early and late on a clear day, when the sun is low and off the water, you may find bass hitting surface lures aggressively, because the lure is highly visible to a bass looking up. During the pre-spawn period in the early spring, you'll often find bass cruising the open flats in search of food, enjoying the areas most warmed by the open sunlight.
